The only times I've had mobs attack during a cutscene is when someone ran ahead past the enemies to trigger the cutscene without us killing them. Playing through missions without running has never had me under attack in a cutscene.
As for minions dying off, apart from when your running people through the mission, is there any place where it causes an actual problem afterwards ?

I'd also like to ask where the OP got the idea that the "majority" of the community agrees with this? Clearly it doesn't. And by his logic, since he is a minority (like the people who watch cutscenes), he's arguement can be completely ignored

Not what he said. He said if a majority of the people want to skip the cutscene, it's skipped. As in, if 7 out of 8 people vote to skip the cutscene in game, it's skipped. If 5 out of 8 people want to skip, it's skipped.
I still don't understand why it's so (mindboggingly, apparently) hard for Anet to make PVE cutscenes work the same way they do in HA.

Because then you would be sitting around waiting for that person to finish watching the cutscene. What would you be doing then ?
Or your teams griefer would go and agro monsters to you while you watch the cutscene (he would be off camera while he does that, so you see nothing) so that you have to fight a force too large for your team to defeat.
Just because ANET hasn't done something, doesn't mean that they can't do it.

How RUDE!!!!!!! How about this, Get rid of the skip cutscene button. see just as ridiculous, isn't it...
You people and your running missions. Part of the reason you die is cause you didn't secure the area first. I wish the NPCs would not talk to you until it was safe to do so. IE killing the stuff around the cutscene character first...

Except the whole point is that they don't want to sit there watching the cutscene. If they want to go on ahead and scout around or at least have access to their chat, then let them. At least then they have options.

I think letting the person who is going through this the 1st time watch the scene is only fair because otherwise they will miss out on the story that people who have been through this several times already know by heart. I lost track of the story a long time ago because of being in groups where we are told to skip or else. I wonder if I would enjoy it more if I knew the plot behind it. Some of us don't have the time to fill all 4 slots with level 20s. I've got one and I haven't even finished the game yet! Give us a break please!

I for one, love the story (I also love pvp I'm not just a Pve person :P ) and would normally not skip a cutscene (unless I died and did the mission/quest with the cutscene again)
it's also fair on people who have never seen the cutscene not to be left out since some people actually want to watch the cutscenes and know what is going on in the story instead of having to go through it again just to see a cutscene.

Again, I remember the first time I played through the game I was pretty annoyed with the amount of pressure put on me to skip the cut-scenes, even though I had never seen them before and wanted to see the story. Putting it to a majority vote would make it almost impossible to see them, unless you were playing solo.
There's been better ideas in the past, for example, taking the players who want to skip to a black screen where they can simply chat. At least that gives them something to do. I agree it's annoying when you're trying to quickly do some missions and one person wants to watch the scene, but if they haven't seen it before, they should be able to watch them. Not much that can be done about it.
